Any help would be appreciated. Since the isolation level is tracked in the server process (sqlturbo), there is nothing in the client product (4gl) to track the current isolation level. The easiest way to do this is probably to maintain a global flag in your 4gl code that gets reset whenever you change the isolation level. Then you can check your flag when you need to. The isolation level will only change when you change it.
