I am experiencing similar problems with users migrating from Standard Engine to IDS 9.30. It appears that some applications are more susceptible than others. What application(s) are you running? We also have experience of adding more BUFFERS, LOCKS, etc and not improving the situation, in fact some applications now take much longer. Before adding buffers check your memory usage for the whole day.
