It looks, tape device full, no space available to write into tape.
It must be either write error on that tape or insufficient data capacity on
that tape.

we hadn't perform any database level 0 backup due to
the following error:
It was happened when the backup hits 60% onward.

20 % completed

Achieve Failed - Function write to tape failed code -1
errno 28.
Tried to execute the same command few times since
yesterday but no luck.
Will be very much appreciated if someone can help
to explain this.
