Performance on HP9000

I have an HP 9000(K260)/UX Ver 10.20 with 640Meg RAM,running Informix 5.08 and a 4gl application with an average of 160 concurrent users. The problem is the performance is bad when all users are logged on and I noticed a lot of swapping going on. Should the system be swapping with this much RAM ?. I also noted that fglgo (Ver 4.17) is not a shared excecutable. Is there a shared executable version for HP/UX 10.20 ?. At times fglgo takes about 2min to load and run a 4gi, this does not seem right to me.
