I've never used IUS, but in ODS the environment variable INFORMIXSERVER does not point to a file or directory, as you have done. Instead, it is the name you give to the instance you are trying to start. In ODS, that is DBSERVERNAME in your onconfig file. You also have to have an entry in your sqlhosts file with the same name as INFORMIXSERVER, which describes the host, connection method, and service name for that INFORMIXSERVER.
