The syntax for this from the command line is:
isql [-s] [database-name] -u[options] [user-menu-name]
where
-s: silent option suppressing all non-essential screen messages
database-name: database name without the .dbs extension
-u: calls the User-menu option of ISQL's Main Menu
options: the first letter of the User-menu option like r for run
user-menu-name: name of a user-menu you want to run
An example to access the database mydata and run the user-menu mymenu:
isql -s mydata -ur mymenu

Assuming you are using a UNIX based system, set the DBPATH in each users
.login or .profile to include the directory /u/ruchi/billing to access the
database and then to other paths for the user-menu list like the following:
.login:
setenv DBPATH /u/ruchi/billing:.:/dir/user_menu_list:/other/directoriesor
.profile:
DBPATH=/u/ruchi/billing:.:/dir/user_menu_list:/other/directories
