If you need to do things with the shell then yes, my votes for ksh. Plus a bit of nawk from time to time as it (or awk) comes standard with Unix whereas Perl (at the moment) doesn't on the machines we support, and since they aren't our machines we can't go compiling Perl on them. There is also a ksh-like widget for NT in the resource kit.
