Sorry, I was expecting 200 Gb !!, I assume that 21 'M'b wasn't a typo.
dbexport/import will be the quickest and simplest and should be doable
in under 30 minutes including zipping and ftp'ing between servers !

If the two machines can be on the network at the same time, we generally do a database to database transfer. Just add the new machine to your sqlhosts file.
