PEM, 4GL configuration?

I am running the Informix-4GL for Windows "Programmer's Environment Manager" and getting the error: "PEM has encountered an error while accessing the database. Cannot create database." PEM never starts up. We had this before, and it was due to the privaleges on a database, but I can't remember which database/table or privaledge. And our maint contract expired!
