The answer is, some are static and some are dynamic. If memory serves me
correctly, you can get a good idea which ones are static by running
onmonitor. Changes to the config here will trigger the utility to ask if you
want to shutdown to make changes effective.
I have never seen anywhere that documents the static/dynamic characteristics
of the parameters.
