Please give a little more info, such as are you using a third party client application tool connecting through ODBC? It is entirely possible that such a tool may be reseting your lock mode when it passes the query. Also bear in mind that set lock mode is session specific. In other words if you issue it when logged in as mikes or informix that in and of itself does not change it for sallym or anyone else.
