informix odbc and seagate crystal reports error

All, I receive a windows system error number 126, followed by a message "setup or translator library not found" whenever I try to create an informix odbc data source. I am using the Seagate Crystal Reports provided driver or the Intersolv's driver that comes with the Informix Client. Both give the same problem. MS, Seagate's and Informix KB don't have have anything. You need to install Informix client software on you NT System (Informix CLI or Client SDK).
