cannot read system catalog

Hi,
Using IDS 9.21 UC4. Solaris 8.0
we have this problem with users trying to connect to
the database running. it gives the error
'cannot read system catalog (sysprocplan) with an
error number of -211. and execute procedure stp_login'
with key value locked and an error number of 144.
when this locked table is freed the next person
logging in locks the database again.
any help?
attached is the onconfig file.

Please email me the code of stored procedure stp_login. The clue to the problem will most likely be in the code itself. Ravi
