structure of archive level 0

Hi, does anybody know anything about structure of archive level 0 on tape ? I can decode type of archive and some few things (header), but trying to extract one table from entire archive. Seems to me the pages are not sorted in anyway. The first page looks like header of archive, next seems to be tbconfig data, and it continues with data pages - and I would expect systables or something more "system"... Every help appreciated.
