SQL/SPL Editor apps

Hi I'm looking for an application on windows for our dev team, which can handle execute SQL, create SPL/triggers, load /unonload data. Bonus if it can open the source text files and login to database from command line. (Because we have to preper our SPL-s source code file before we're creating it in the database.)
