Is there such a bird?

I need a relational database that can be queried through the web. It needs free text and boolean searching capabilities. It must be able to incorporate new fields as they develop. It must produce usable output; it should be able to generate web pages. The cost and performance should be reasonable. If you can recommend such a database, please send mail to Bridget_Mooney@terc.edu. Thanks!
