If you're using 4GL (version 4.x++, I think, you can create a menu with any options, or use the HIDE OPTION segment of the MENU command to conditionaly hide the Add and Remove. If you're using Perform, you can design any menu. but I dont think you have the HIDE OPTION functionality, so a conditional display would have to be done along other lines. If you mean the regular ISQL generated form menu, then no, you can't have a menu without all the options, although you can selectively block functionality through GRANT and REVOKE, or even ROLES depending on your version.
