The only calls outside a stored procedure is to another stored procedure or via the system command to an operating system command (another program altogether - not realy a call to a function). This all assume you have OnLine 5.x or IDS 7.x If you have IDS with the Universal Data Option (ver. 9.x) there are many other alternatives.
