Simply put, striping with a RAID device (as opposed to fragmenting a table via SQL) eliminates the ability to do parallel i/o against the table, which in turn can limit the amount of parallelization that can be done for the query. This is not to say you can't combine striping and fragmentation; whether that benefits you depends on a lot of other criteria.
