C-ISAM: deleting record also removes lock

Can anyone confirm (or reject) this statement: C-ISAM, while in a transaction, removes the lock (if any) on a record upon deletion of the record. If this is true, and if the file is not locked, another transaction can insert a record with the same key, and both are successful: transaction 1 transaction 2 delete record1 insert record1 commit commit
