How to improve performance of a database

Friends, I'm presently in the midst of revamping 2 informix databases which uses Informix Online dynamic server(V 7.12).I've been an application developer all along and know very little about managing databases. Both database have 45 tables and approximately 30,000 records in each of them.The task i've under taken is to improve the performance and fine tune the database.Both databases are created in the rootdb space. Could any of you DBA's give me a brief outline on how to go about this task? Whether it is a good idea to create databases in seperate dbspaces or to fragment tables....
