cannot open sql.iem file

When connecting to informix 9.11(IUS) form Microsoft Visual Interdev 1.0 using ODBC(tried all latest versions of drivers form intersolv and informix) on WIndows NT4.0 everything works fine at design time. At run time(from the browser) we get an error "cannot open sql.iem file". We have set the INFORMIXDIR and INFORMIXSERVER variables okay using the setnet32 utility. The host, the database, the creator of the data source, the anonymous login for the browser have all the same id and password. I have checked all the security permissions to the concerned directories. Hope someone has an answer to the problem Thank you venu
