Setting it to -1 is the default behavior (ALL_ROWS). Setting it to 0 (FIRST ROWS) means the optimizer will come up with an access strategy that will result in the first row getting returned to the user as quickly as possible, even if that strategy results in the query in its entirety taking longer.
