Informix 11.50FC8GE - Windows Server 2008 R2 Stand

I have an issue where a Windows Server 2008 R2 Standard SP1 (Running on VMWARE) cannot allocate a Resident or Virtual Segment greater than 2 gig. Using Informix 11.50FC8GE. 16 gig of memory. When I set buffers to 600000 (2.4 gig) it only creates the resident memory segment of 2 gig and puts the remaining buffers in virtual memory segment. When I try increasing buffers then the engine fails to start. The most memory I can give Informix is 4 gig total (2 gig for resident and 2 gig for virtual) I have set the ONCONFIG parameter "SHMNOACCESS 0x70000000-0x7FFFFFFF,0x7A000000-0x80000000" to go above the Windows reserved memory.
