While we haven't used NewEra much yet there should realy be no big doubt about starting with it when you have not allready used 4GL. 4GL is clearly on its way out. It will live for several years yet, but there will be no significant new developments. Ver. 1.0/1.1 wasn't all that good, but ver. 2.0 seems to be a better product. We are waiting for that to do very extensive real world testing both for new programs and translation of old once. Ver. 3.0 is what we need though, and we may not realy go for NewEra until that is available. An important question is how soon you users will start demanding GUI applications. Ours are now. If you have a requirement for character based (terminal) applications you'l have to check out the quality and ease of use of the new class library in ver. 2.0 for the purpose before you commit. As I understand it you have to develop in the GUI environement, and it may possibly slow you down as compared to 4GL. Of course NewEra is new, but it seems to be stable enough by now to do serious work.
