You didn't mention that you are using ODBC but I would assume that you are talking in terms of ODBC only. That's the warning message and yes it will have performance impact if you have different client/db locales. What it means is that the data from client to server and vice versa will go through code set conversions, if db/client locales are different. If its same it will not do such conversions. I would suggest to review your application/environment logic whether do you really need different client/db locales. If you do not need different client/db locales then you would want to set both client/db locales same. Hope this helps ..
