To bring them up you do it the other way around. Primary first and secondary second. There is a bug in DR in which the secondary does not find the checkpoint in the logical logs and so it basically hangs by trying to recover DR from disk. The only thing to do when this happens is reintialize DR. I've only encountered the bug 3 or 4 times in the last year so it's not such a big deal for me (It only takes me about 2 hours to reinitialize DR). The bug number is 33884 I believe.
