Informix user

I'd like to know how is the user get created in Informix. Is there any create user command like in oracle ? Is the informix user authenticated by the O/S, we are running on HP-UX ? Can I create an informix user who is authenticated internally by the database ? Usually I only see user informix and public, is it true that the user public is like an alias for other users who connect to the database ? Thanks in advanced for any clarification. Tommy
