The WINSOCK.DLL from DLL only works with LWP's TCP/IP-stack, and for that you don't need odipkt and winpkt, but a program called "tcpip" which sits on top of ODI. Your configuration above uses packet drivers for TCP/IP, so it looks to me that you might be using Trumpet Winsock. Please clarify.
