TWO ONCONFIG per INSTANCE ...........

Hi All, I am working on one issue here. I need to have different onconfig file for users. I mean , Can have two onconfig for one instance, sharing the same "rootdbs".. If yes, then are there any issue to be looked into ?? I need to have a scale down version of the production instance for the users with less number of CPUs etc..
