Do you have right gls files for lv_lv? There must be $INFORMIXDIR/gls/lc11/lv_lv folder with several files inside. If you do not have this folder on Windoze, you can copy directory from AIX (on which connection works) to Windoze. AFAIK you do not havve to set CLIENT_LOCALE because java treat all strings as unicode. Also, consider trying IBM Data driver because (AFAIK) it alse does not require DB_LOCALE. Full name is (Bond, James Bond :o)) "IBM Data Server Driver for JDBC and SQLJ" IBM site is "little bit" confusing. There are two JDBC drivers that can be used to connect to IDS (if IDS is sufficiently recent). One is the original native Informix JDBC driver that uses the SQLI protocol. T'other is the Java Common Client or JCC driver that can be used to talk to DB2 or IDS via DRDA connections. I assume the advice is to try the JCC driver instead of the Informix JDBC driver. I'm not convinced it is sound advice, but I think that's how it should be interpreted. When you say "another program works fine", are you referring to another Java program? If not, worry about whether the correct properties file is around, or the properties file contains the correct information.
