Can't relink the RDS 4.14 runner under AIX 3.2.5

We are attempting to upgrade a system from 4GL RDS 4.12 to 4.14.UC1. The system is an RS 6000 model 530 running AIX 3.2.5. We need to re-link the RDS runner but we are getting the following error: ------ 0706-003 ld: Cannot find import file: /usr/lib/FCM/lowsys.exp Check path name and permissions or use local problem reporting procedures. The error code from the last failed command is -1. ------ The 4.12 runner re-links okay on the same system. Does anybody know what software I need to allow the runner to re-link or if some change to the "cfglgo" script is required?
