How to create Database without NLS on OWS 7.22

I have one question: how to create Database without NLS on Informix OnLine Workstation server 7.22? There isnt set evironment DBNLS (in setenv.cmd file), but when I create database, it is createt with suporting NLS. I tried to set environment DBNLS=0 and after this I tried to set DBNLS with no parametter (only "set DBNLS=" in setenv.cmd file), but it didn't helped. So, is it pssible to create Database without NLS on Informix OnLine Workstation server 7.22 and how to do that?
