Are you sure its lchwaits and not lokwaits ?? If its lokwaits it just means that the number of locks that the system is using has been exceeded. Whats the value of ovlock ? if this is <> 0 then the locks have been exceeded indicating that the system can't assign any more locks. Simply increase the number of locks ( LOCKS param in ONCONFIG ) then bounce the engine.
