Old C-ISAM 4 index growing too large

I have an old (version 4) C-ISAM file used by third-party software. Although I have "deleted" records and re-indexed this very large (3/4 gig) file, the index keeps growing although the .dat file does not. This did not happen when the file was smaller. I get free index nodes reported on a bcheck but obviously they are not being re-used. I need to stay with this version of Informix C-Isam for the time being and have no access to the source code.
