"dbload" utility with comma-quote delimited input

Has anyone ever gotten this to work? It almost appears that dbload
cannot handle a comma-quote delimited input file.

It doesn't. I believe that Jonathan Leffler's sqlcmd can load from such
files. Alternatively you could write an awk or perl script to convert the
file to basic single delimiter format (by stripping the quotes) which
dbload DOES understand.
