If NewEra v3 is 32bit, it is possible to run it under Windows 3.1 using Win32s. In fact since it is binary compatible, you would not have to recompile. However, it is still constrained by Win16 limits such as 64k heap size, etc. There are other restrictions like RPC, Unicode + others so it really depends whether v3 uses these libraries.
