Data Management and Retrieval Leader; GS-13 Computer Specialist DUTIES: The incumbent leads the development and operation of the data management and retrieval component of the NOAA Hydrologic Data System (NHDS). The NHDS data management and retrieval component will provide the NWS Hydrological Services program with logically unified access to historical hydrometeorological data resources, including high quality analyses of these data. The high quality retrospective data sets will be used for a variety of purposes that directly support the hydrology program of the National Weather Service including: hydrologic forecasting, model calibration, model development and climate change research. The incumbent will maintain a technical liaison relating to data management and retrieval issues with staff of the Office of Hydrology and the NWS field operations program as well as with staff of other cooperating organizations. BASIS FOR EVALUATING CANDIDATES: Applicants who meet the minimum qualification requirements may be further evaluated and ranked on the basis of the following job- related factors in order to determine the best qualified: (1) Development and maintenance of databases using relational database technology including the development of data architectures, logical and physical designs, and data dictionaries. (2) Development and maintenance of software which relies on relational database technology for data storage and data manipulation. (3) Development of databases for the management and use of large volumes of hydrometeorological or environmental data. (4) Development of software for scientific purposes. (5) Development of software for the analysis of hydrometeorological or environmental data. (6) Prior experience with UNIX and UNIX based workstation systems. (7) Prior experience programming in Fortran and C. (8) Prior experience in the leadership of software development and software lifecycle activities. In addition to the knowledge, skills and abilities listed above, full consideration will be given to education, experience, training, awards and performance appraisal.
