ESQL includ files on NT

Dear friends I instaled Informix DSA 7.30.TC3-1and Client SDK on Windows NT server with free development licence. In distribution I found ESQL 9.14.TC1 binaries . I tried compiling some esql program. Esql preprocesing works fine, but C compiling stops because compiler does not find include files sqliapi.h and sqlhdr.h in directory $INFORMIXDIR/incl/esql. This two header files are not there indeed. Did I installed something wrong or do I need to get ESQL product separatelly? Can someone send me these header files?
