Client Locale problem IDS_PE

I just installed a Informix Dynamic Server Personnal Edition v7.22 on a Windows 95 system. This W95 system us English Us language When I try to connect to the local Informix Server just created, I have this error message : Unable to connect to server ds_fifolap because the server locale could not be converted to the client locale.
