Do I need always 1 ON-line FUll whene I'm runing on my 2d machine

Hello! I have a financial aplication developded in my office, now I want so = sell it. For the client machine I think i just need de 1 INFORMIX = ON-LINE Run Time 2-8 users and 1 4GL Run Time 2-8 usuarios. I think I need too 1 ON-LINE full development 1 user for the creation of = the data bases and the adinistration, my boss say I don't need this. In the other hand I think is good to have 4GL full development for 1 = user just in case of problems but it is not required There for my questiong is: What software of informix is the minimun = required for the client site?.
