Any user can create a database ???

It seems to me that Informix Online (I am using 7.22) will let any user who can connect to a server can create a database!!! I guess Informix was designed with the asssumption that users would only be allowed to access data through application code. In other words, no ad hoc tools such as DBACCESS would be allowed! This does not seem like a very secure environment! So the BIG QUESTION IS: HOW DO YOU PREVENT USERS WITH AD HOC ACCESS TO INFORMIX FROM CREATING DATABASES???
