Cant Select Database

We are running Online 4.10.UD4 on a Pyramid 9845. In the raw partition, there exists a "broken" database I would like to drop. I can't even select it. When I try: echo "drop database dbname"|isql - - I get the message: 311: Cannot open system catalog (sysusers). 110: ISAM error: end or beginning of the file.
