Use some sort of "dispatcher" to get the cgi requests, and then "send" the requests to some running process. Most web tools take an approach similiar to this, so that they can keep a bunch of processes running, and can "hand-off" the requests, allowing the web server to avoid becoming a bottleneck. If you really want power, you can even run the process part on another machine. And the database part can be on another. Just make sure your network doesn't become a bottleneck. Or you can use non-cgi interfaces to talk to the web server, but cgi isn't bad as long as you don't have a "fat" cgi process. Of course, this brings into play all sorts of issues about security, figuring out when to close connections, etc, but it really is the most scalable way on the web.
