16 bit CLI and office 95

I am trying to install the 16bit cli on a few machines here. I notice that it installs, but won't bring up the set up screen on machines with office 95. I tried on 8 machines, five without office and three with office. All five MS free machines work perfectly. All three office 95 machines won't work, they give me an error "can not load xxxxxx.dll, you may not have enough memory, close some apps and try again" All machines are identical p-60s with 24mb ram, win95 + service pack and ms tcp-ip.. Any ideas? thanks.
