Calling Servise or programs from Stored Procedure

Hi, I use IDS 11.50 Is there any way to call Web Services, Exe app. or something else from db. I would explain my situation. Some process call my Stored procedure. In my SP there are some business logic. I need, before calling my SP to find is a message for my SP or not. If it is not, I need to transfer received message not to my SP but to the other services not releated to my system. As I know, I couldn't call something else from SP. Do I need some Java app which would be decision maker and would transfer message to my SP or to the other system or I could use some DB functionality? This is very important to me, cause in this situations I need to send message to my system od to the other system and need to know if it is possible to do it in Database or not. Thanks in advanced

Last time I did same task using axis2-c. If You have valid wsdl You can generate skeleton files via wsdl2c utility, and next use that files as c udr function.
