You need to rewrite the select as follows:
unload to setR.sql delimiter ";"
select "alter table " || trim(owner) || "." || trim(tabname) || "
lock mode(row)"
from systables where tabid > 99 and locklevel != "R";
you will get a sql file with alter statements for all the tables
that has no Row level lock.

On ids 7.31 I could do this in dbaccess:
select "alter table ",tabname, "lock mode(row);"
from systables where tabid > 99 and locklevel != "R";
and output to a file (say setR.sql) and run it.
On 9.4, I get junk in the file like:
(constant) alter table
tabname acct_config
(constant) lock mode(row);
... etc for each table;
Is there a way to avoid this format?
Is there a way to make dbexport/dbimport retain the locklevel flag?
