On a 6 way box, assuming you have say 5 CPU VPs, then no.
150951 + 5282 = 156233 total CPU usage
over a period of 67740 seconds you would have
5 * 67740 = 338700 total seconds of CPU usage available
So, your using a little less than half.
If you are trying to determine if you have a CPU bottleneck, it is a lot
easier from the OS side using sar, vmstat, etc.
