Upgrade to IDS9.4 fails on syscdr

We have upgraded one of out test systems from 7.31FD3 to 9.4FC2.
After conversion the instance fails with this error -
On-Line Mode
Converting database syscdr ...
Assert Failed: No Exception HandlerIBM Informix Dynamic Server Version 9.40.FC2
Who: Session(14, informix@icon-apps1, 0, 20f359208)
Thread(47, CDRStart, 20f31d668, 1)
File: mtex.c Line: 431
Results: Exception Caught. Type: MT_EX_OS, Context: mem
To avoid the hassle of logging a support call, I would rather just get rid of syscdr.
I am able to get the instance up in single user mode.
Any one know any tricks to drop syscdr without reverting to 7.31.
I have tried CDRBLOCKOUT=1

We have encountered one very unprobable problem when migrating from 9.21 to
9.40:
our CD device was out of order;
the installation of IDS seemed to work, but then it was impossible to make
oninit work... except in single user mode !
In our case, oninit crashed when building sysmaster database.
What about your CD device ?

ER requires an external conversion process. It looks like the steps
were not followed.
