If you have 10 developers on the box, and no lusers, then you need a 10-user dev license and no run-times. If you have 10 developers on the box and 10 lusers, then you need a 10-user dev license AND a 10-user run-time license. If you have 5 developers and 5 lusers on the box and you already have a 10-user dev license, then you don't need any run-time license. Well, it's clearer now in the sense that it makes it plain that you weren't trying to answer the question that I actually asked (about media), but instead a question that I *didn't* ask (about licences).
